Romanian and East German Policies in the Third World: Comparing the Strategies of Ceausescu and Honecker
(1992)
This book is a unique comparison of the Third World policies of the two
East European regimes that were most active in the South during the 1970s
and 1980s. The study examines why Romania's and East Germany's high
activity levels in the South cannot be explained away as mere surrogacy
for Moscow, and shows that those attempts represented the particular
agendas of Honecker and Ceausescu in their efforts to alter their ties
with the Soviet Union. Barnett concludes that Romania and East Germany saw
opportunities in the Third World in the 1970s to forge strong diplomatic
and security profiles within the Warsaw Pact's overall presence. Romania
sought to lessen its economic and ideological dependence on the Soviet
Union by expanding its trade ties and political relations with the Third
World. In the case of East Germany, detente opened up new opportunities
for relations with West Germany that were both lucrative in terms of trade
and dangerous in terms of ideological "pollution." Scholars of the Soviet
bloc will find this book of interest.

The Pentagon's New Map: War and Peace in the Twenty-first Century
(2004)
Building upon the works of Thomas Friedman, Samuel Huntington, and Francis
Fukuyama, The Pentagon's New Map describes recent U.S. military history and
strategy, discusses where America's forces will likely be heading in the
near future, outlines the crucial role the nation needs to play in
establishing international stability, and provides much needed hope at one
of the most difficult times in American history.
Blueprint for Action: A Future Worth Creating (2005)
In civilian and military circles alike, The Pentagon's New Map became one of
the most talked-about books of the year. The Pentagon's New Map combined
security, economic, political, and cultural factors to provide a fundamental
reexamination of war and peace in the post-9/11 world, and a compelling
vision of the future. Now, senior adviser and military analyst Barnett tells
us how we get to that future. In a book at once pragmatic,
thought-provoking, and optimistic, he explores both the long- and short-term
pathways for governments, institutions, and individuals alike. Paying
particular attention to such nations and regions as Iran, Iraq, and the
Middle East, China, North Korea, Latin America, and Africa, he outlines the
strategies to pursue, the entities to create, the pitfalls to overcome.
